Customs: What You Need for UK to Portugal
Portugal is an EU member state. The UK is not. That means every pallet crossing from the UK to Portugal is now an export from the UK and an import into the EU. This has been the case since January 2021, and it applies regardless of whether your goods were manufactured in the UK or not.
Documents you’ll need:
Commercial invoice — this is the most important document. It needs to include an accurate description of the goods, quantity, unit value, total value, currency, and the country of origin. Vague descriptions (“machine parts”, “goods”) will cause delays. Be specific.
Packing list — an itemised breakdown of what’s on each pallet, with weights and dimensions.
HS (commodity) code — the tariff classification for your goods. This determines whether import duty applies in Portugal. Get this right — an incorrect code can lead to holds or incorrect duty charges.
EORI number — you need a UK EORI number to export. Your Portuguese customer needs an EU EORI number to import. If either is missing, the shipment won’t clear customs.
Proof of origin — if your goods are of UK origin and you want your customer to benefit from zero or reduced duty under the UK–EU Trade and Cooperation Agreement, you’ll need to provide a statement of origin on the commercial invoice. Without it, standard EU import duty rates apply.

What drives the final price:
Pallet dimensions and weight. Give us accurate measurements — length, width, height, and gross weight per pallet. If the actual dimensions differ significantly from what was quoted, there will be an adjustment.
Number of pallets and total volume. More pallets can sometimes mean a better rate per pallet on groupage. If you’re consistently moving 6+ pallets to Portugal, it’s worth asking about a regular service rate.
Collection and delivery locations. UK collections from major cities or industrial areas are straightforward. Rural or restricted-access addresses add cost and time.
Customs handling. UK export entry and Portuguese import clearance are charged separately. These should be itemised on your quote. If they’re not visible, ask.
Fuel surcharges. Standard across the industry. They’ll be shown clearly on your quote.
